Hong Kong gains first certified stem-cell plant at Science Park
Hong Kong Regen Medtech’s licensed facility gives the city a local route to produce trial-grade mesenchymal stem-cell therapies, narrowing a key gap between laboratory research and clinical testing.

A manufacturing gap narrows
Hong Kong Regen Medtech has secured the city’s first manufacturer recognition for an allogeneic mesenchymal stem-cell facility operating to PIC/S Good Manufacturing Practice standards. The plant at Hong Kong Science Park can make advanced therapy products for clinical trials, a milestone highlighted Friday at a showcase attended by more than 200 healthcare, research, investment and regulatory representatives.asianews +1
The Department of Health’s Drug Office issued the certificate in May, and the licence runs until May 2027.thestandard That timing matters: Friday’s event was the public launchpad for infrastructure already cleared by regulators, rather than the date certification itself was granted.
From laboratory promise to trial-grade batches
Cell therapies require tightly controlled production, testing and documentation before experimental treatments can enter clinical studies. PIC/S alignment gives researchers a local route to consistent, traceable batches and can reduce dependence on offshore manufacturing. Hong Kong joined the international pharmaceutical inspection cooperation scheme in 2016, while its rules specific to advanced therapy products took effect in 2021.startupbusiness
Hong Kong Regen Medtech says the facility took eight years to develop and includes Grade A aseptic suites, separate autologous and allogeneic workflows and release-testing capacity.startupbusiness Its lead programme uses mesenchymal stem cells for acute-on-chronic liver failure and is scheduled to move into a Phase IIb/III trial in 2027; the company also lists osteoarthritis, wound healing and acute myeloid leukaemia in its pipeline.startupbusiness
The new operation builds on earlier public infrastructure. In 2023, the University of Hong Kong and the parks corporation opened the HKUMed Laboratory of Cellular Therapeutics to prepare advanced therapy products for clinical use.hkstp The distinction is commercial and regulatory: Hong Kong Regen Medtech is the first locally recognised allogeneic mesenchymal stem-cell manufacturer under the PIC/S framework.thestandard
Capacity arrives before proof
Science Park now hosts more than 360 life-sciences companies, spanning stem cells, gene editing, personalised cancer vaccines and CAR-T immunotherapy.asianews Other work presented at the showcase included cord-blood approaches for neonatal brain injury and a study of maternal stem-cell infusions for fetuses with severe alpha-thalassaemia.manilatimes
Certification does not establish that any therapy is safe or effective, and the company’s programmes must still clear clinical and regulatory hurdles. The immediate gain is narrower but consequential: Hong Kong now has a licensed local production pathway that can turn research material into trial-grade cell products. Whether that capacity becomes a durable biotech advantage will depend on reproducible manufacturing, successful trials and demand from outside research teams—not the licence alone.
