$1.9 Billion U.S. Loan Pushes Iowa Nuclear Restart Forward

A federal loan of up to $1.9 billion advances NextEra Energy’s plan to restart Iowa’s Duane Arnold nuclear plant by 2029, with Google as its anchor customer. Licensing and refurbishment hurdles remain.

A retired reactor moves closer to revival

The U.S. Energy Department has closed a loan of up to $1.9 billion for NextEra Energy to restart the 615-megawatt Duane Arnold Energy Center in Linn County, Iowa.morningstar +1 The financing advances a plan to return Iowa’s only nuclear plant to service by the first quarter of 2029, although the project still needs federal regulatory approvals.powermag +1

The plant stopped producing electricity in 2020 after 45 years of operation. A derecho damaged the facility that August, accelerating a retirement already planned because of economic pressure.powermag +1

Google anchors the project’s economics

Google has signed a 25-year agreement to buy power from Duane Arnold for its cloud and artificial-intelligence infrastructure in Iowa. Central Iowa Power Cooperative is set to purchase the remaining output on the same terms, while NextEra has agreements to acquire the minority owners’ combined 30% stake.newsroom +1

That structure gives the restart a long-term customer as electricity demand from data centers reshapes power investment. NextEra says the Google contract covers the costs of producing the company’s electricity and that Iowa energy customers will not pay for the power Google buys.newsroom Utility Dive reported that the Energy Department had not immediately explained how the loan meets its pledge to protect residential ratepayers from large data-center infrastructure costs.utilitydive

Financing settles one question, not the license

Closing the federal loan removes a major financing hurdle, but it does not authorize the reactor to operate. NextEra must complete inspections, engineering reviews and licensing work under Nuclear Regulatory Commission oversight; Iowa regulators issued a state certificate for construction and operation in June.morningstar Local reporting said no final return date has been released beyond the company’s target because federal approvals remain outstanding.kcrg

The economic promise is substantial but largely prospective. A company-cited study estimates the restart could generate more than $9 billion in statewide economic benefits over 25 years.morningstar Estimates for employment vary by description: the Energy Department projects nearly 1,500 construction jobs and more than 450 operating jobs, while NextEra’s earlier announcement described about 400 direct full-time positions.kcrg +1

Duane Arnold also sits within a broader push to revive retired U.S. reactors. Federal loan programs have supported restart efforts at Palisades in Michigan and the former Three Mile Island Unit 1 in Pennsylvania, now called the Crane Clean Energy Center.powermag +1 If Duane Arnold clears its licensing and refurbishment work, its return would show how long-term technology-sector power contracts and public financing can make dormant nuclear capacity economically viable again.
